The Programme Development and Grants Manager (PDGM) is the focal point for Proposal development and Reports, Grants management of the different awards, Capacity building of staff on proposals and reporting as well as the communications materials, developing informational materials such as relevant briefing papers, funding raising strategy, advocacy documents, infographics and case studies. The PDGM supports programmatic and coordinating budgetary monitoring meetings with relevant colleagues, compliance with donor and internal Concern Worldwide procedures. The position ensures all deadlines are appropriately scheduled and adhered to, and that all documents are finalised to an acceptable professional standard. The position will support the mainstreaming of Core Humanitarian Standards (CHS) as well as Equality within the Concern Country Programme.

You will be responsible for:

Programme Development

  • Identify funding opportunities and support the team to develop concept notes and proposals with PD approval, ensuring internal and external deadlines are met and that appropriate technical input is included.
  • Support the drafting of the funding strategy for the Country Programme, as well as sector specific funding gaps.
  • Update and maintain the funding tracker to monitor the country programme’s funding pipeline, ensuring that new proposals target key gaps and funding needs to the greatest extent possible including with updating GMS for funding opportunities as they arise.
  • Programme Development and Grants Manager Lead on the integration of mainstreaming cross-cutting issues or quality standards with PMs and PCs under the supervision of the PD to strengthen the approach to Equality, Approach to Protection as well as Approach to Emergencies.
  • Contribute towards a high level of documentation standards – ensuring good record keeping, filing of donor reports and other finalised reports in the GMS platform
  • Programme Development and Grants Manager Liaise with the Desk Officer and Country Finance Controller to file the contract documents and records of key communications with donors for grants – both active and archived in the GMS platform.
  • Coordinate (with the PMs and M&E Department) the documentation of case studies, programme research, enabling the integration of ‘lessons learnt’.
  • Programme Development and Grants Manager Produce quarterly (or as agreed) programme updates, newsletters, briefing papers and information packs for distribution to donors, supporters. This can be both internal Area Based Updates or external communication materials, in line with the organisational policy.
  • Edit and compile the monthly programme reports for review by the Programme Director (PD).

Grants Management

  • Take responsibility for oversight of all grants for the Syria Iraq programme highlighting and guiding the reporting and proposal commitments required for the relevant donor from a compliance perspective, setting timelines, and providing feedback on drafted sectors of the documents.
  • Programme Development and Grants Manager Working closely with the Finance Team, regularly track expenditure and monitor variances on programme budget/expenditure reports against budget forecasts for the respective awards and work with programme leads to revise projections as appropriate. To do so, establish quarterly grant review meetings with all departments within Concern.
  • Maintain the reporting schedule and grants management system (GMS), ensuring timely and accurate reporting both internally and to donors, uptake at a country programme level for the use of the GMS platform to inspire a more dynamic use of the software.
  • Set up, and partake in grant opening, and grant closure meetings in a timely manner.
  • Programme Development and Grants Manager Coordinate a monthly operational call with sector management (coordinators and managers) and area coordinators and office managers.
  • Maintain a file of key organisational information required for proposals, and all prior proposals submitted for learning and future reference purposes on GMS.
  • Programme Development and Grants Manager Liaise with programme staff to ensure that all deliverables are completed within the grant period and that all budget revisions are carried out in line with donor regulations.

Communications

  • Develop communications materials in line with Concern’s communication strategy and guidelines alongside meeting the donor requirements
  • Programme Development and Grants Manager develop case studies of the impact of Concern’s work for external presentation
  • Develop infographics in relation to the scope and scale of Concern’s work, building of the information used within the Information Management team, for example from the Dashboard and GIS Mapping
  • Build the capacity of the Country Programme to systematically develop materials.

Human Resource Management

  • Develop and strengthen a national position holder to support with components of proposals, reporting and grant management.
  • Ensure their on-going development, including setting Objectives and ensuring the implementation of Performance Development Review
  • Mentoring, coaching and performance monitoring / line management of the PSO, including one-to-one capacity building support.
  • Ensure staff comply with the Programme Participants Protection Policy and Code of Conduct.
  • Capacity building/training responsibility for direct report
  • Programme Development and Grants Manager support the PSO to record and produce the minutes of management and programme meetings and other relevant meetings and workshops, and ensure timely circulation.

Responding to Emergencies:

  • Participate and contribute as necessary towards Concern’s Emergency response as and when necessary; this would include compile Concern’s emergency response capacity, briefing papers, absorption capacity to be shared with management in close coordination with sector leads.

Skill Required:

  • A Bachelor’s Degree in Project Management, Development, Business or relevant field. Master’s Degree in related field is an added advantage.
  • At least three (3) years’ experience in a related field (at least two years overseas) with experience in developing and managing budgets, familiarity with donors (e.g. ECHO, , BHA, Irish Aid etc.) proposal development and compliance, documenting lessons learned, and developing case studies and communications materials for different audiences.
  • Programmatic knowledge of (some of) the following sectors: Education, Food Security, SNFI, Protection, WASH, Livelihoods, Humanitarian Response, Resilience and Durable Solutions.
  • Programme Development and Grants Manager experience working in a high pressured, results focused and dynamic environment
  • Excellent planning, organisation, analytical, problem solving, communication and interpersonal skills
  • Experience producing high-level writing, including production of M&E reports, internal and donor reports, and proposal writing
  • Programme Development and Grants Manager strong computer skills particularly Microsoft Office and Excel
  • Excellent spoken and written English.
  • Experience working in an insecure, volatile and remote management environments.
  • Very high attention to detail, with experience of refining and editing to a professional-level content
  • Demonstrated experience using on-job experiences to actively learn and apply learning to new initiatives.

Languages:

  • Ability to speak, read and write Arabic is an asset.
