Job Description:
A Medical Officer is responsible for clinical operations and management of a hospital. They act as a mediator between the authority and the staff.
To collaborate with and assist the Government of Indonesia and relevant stakeholders within the framework of WHO CCS; actively support the development and implementation of national health policies, strategies and plans for strengthening the work in the area of communicable diseases. The WCO-Indonesia programme of work supports the Government in developing and managing multi-faceted programmes in preventing, controlling, treating, eliminating/eradicating priority communicable diseases by providing strategic leadership, engaging in partnerships and shaping the research agenda towards strengthening the capacity of the national programmes and adoption of evidence-based public health interventions towards reducing the overall communicable disease burden.
Description Of Duties:
Under the direct supervision of the WHO Representative, the incumbent will be responsible for the following:
- Medical Officer provide technical leadership, strategic advice and managerial support to the team of professionals in various communicable diseases programmes, i.e. HIV/STI/Hepatitis, TB, Malaria, Vector-borne disease control and Neglected tropical disease programmes and facilitate the development and implementation of relevant work plans under the WHO-Government of Indonesia collaborative programme while promoting the integration of health programmes with health system approach;
- Promote the generation of evidence on communicable diseases and contribute to informed policy decisions by the government and provide cutting-edge policy advice;
- Medical Officer help improve the information system on communicable diseases and the monitoring of progress towards universal health coverage and facilitate its integration into the national health system;
- Liaise and coordinate with concerned technical units/departments of the Ministry of Health, SEARO and HQ and with donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies related to communicable diseases and advocate for intersectoral actions to address determinants;
- A lead focal point for Global fund within WHO country office and active engagement in GF CCM and relevant working groups/forums;
- Medical Officer contribute to the management of WCO’s knowledge and advise on matters regarding universal health coverage of communicable diseases such as HIV/AIDS, TB, Malaria, Vector-borne diseases, neglected tropical diseases, vaccine-preventable diseases, etc.;
- Ensure technical quality and relevance of contractual engagement with partners and institutions, and make recommendations for WHO’s support, as necessary;
- Advice in strengthening and integrating innovative private sector engagement models, research and innovations in the prevention, diagnosis, treatment and care of communicable diseases;
- Medical Officer collaborate with the Ministry of Health to undertake gap analyses at national and subnational levels and support capacity-building efforts to fulfil priorities;
- Develop evaluation tools and analyze the impact of WHO’s collaboration with the Government of Indonesia in the area of priority communicable diseases;
- Medical Officer contribute and prepare reports/presentations on communicable diseases for Governing Bodies (WHA/EB/RC) and ministerial events; and
- Medical Officer perform other related duties, as assigned by WHO representatives.
Education Required:
Essential: University degree in Medicine; and an advanced degree in public health/preventive medicine and/or Epidemiology
Desirable: Training on Tuberculosis and HIV/AIDS and/or Malaria.
Experience Required:
Essential: At least 10 years of relevant professional experience with progressive responsibility in TB control programmes, including considerable experience obtained in an international organization.
Desirable: Relevant experience in HIV/AIDS and/or Malaria and/or NTDs. Experience in UN and/or other international organizations.
Skills Required:
- The incumbent should identify with the core values of WHO and possess a thorough knowledge of WHO programme policies, principles and practices regarding a wide range of public health issues.
- Sound knowledge of priority communicable diseases and country-specific situations.
- Good knowledge of government institutions, partners/stakeholders and their functioning.
- Excellent communication, advocacy and negotiation skills.
- Ability to build and maintain relations and networking with national authorities across sectors.
- Modern management skills and team-building capacity.
- Technical expertise and overall attitude at work are also required mandatory competencies.
Language Required:
Essential: Expert knowledge of English.
