Associate Water Engineer Job Description:
Under the overall supervision of the Senior Project Manager and direct supervision of the Lead Water Engineer, the Associate Water Engineer will be responsible for the supervision of civil as well as electrical works. The Associate Water Engineer will also be in charge of the management of the health, safety, social and environmental (HSSE) procedures on all the sites he will be supervising.
Role and Responsibilities:

Specific responsibilities and duties include but are not limited to:

Assessment:

  • Associate Water Engineer support in conducting a technical assessment with the contractor prior to commencing works and notify the lead engineers if there is a change in scope.
  • Support lead engineer in the technical assessment of the targeted activities.
  • Support Lead Engineer in liaising with the Public Health Engineering Department, Tehsil Municipal Administration, bureaucracy, law enforcement agencies, local authorities, and headmasters/Mistresses of schools,  to guarantee the smooth implementation of the project.
  • Facilitate the enumerators for getting information in the field for training need assessment.
  • Support the WASH team in preparing and conducting any survey.

Supervision:

  • Associate Water Engineer supervises the contractor’s daily works on site and assures quality assurance and adherence to the provided parameters.
  • Record every issue identified in the field and forward it to lead engineers for a timely solution.
  • Inform Lead Engineers of any urgent issues during construction.
  • Assist in the implementation of full health, safety, social and environmental (HSSE) procedures (monitor the HSSE practices of the Contractor, assess risks and issues on site, address HSSE risks and issues observed with the Contractor, report weekly on risks and issues, sensitize and train the Contractor’s workforce to improve their HSSE practices (weekly briefings, specific toolbox talks), report on HSSE incidents, participate in incidents investigations, manage emergency contact list, ensure the presence of PPEs, first-aid kit, and fire extinguisher, provide first-aid when required.
  • Report to Lead Engineers through the remote monitoring application RMS (training will be provided), enter accurate data on assessments and works performed, make recommendations on issues and seek instructions when needed.
  • Confirm that the civil works and solar PV systems are installed according to approved specifications, drawings and BOQs, and perform regular quality checks.
  • Perform any other tasks as may be assigned.

Reporting:

  • Associate Water Engineer daily reports on the quality of material, process, BoQs follow-up, etc.
  • Weekly report to Lead engineer on work progress, including issues, actions taken, risks, and mitigation measures for each risk, etc.
  • Support lead engineers with recording lessons learned.
  • Report any changes in the original design, structure, and plans.
  • Report on progress as per indicated/submitted plan by a contractor.
  • Weekly reporting on Health, Safety, Security, and Environmental plans for each site.

Training:

  • Associate Water Engineer supports the capacity-building team with the training, supervising the process and its timely delivery.
  • Facilitate the monitoring process of the training as per the capacity-building plan and training documents.
  • Support on the capacity-building follow-up period after implementation and refresh training.
Education:
  • Secondary School education, preferably supplemented by technical or university engineering courses in a field related to civil works, WASH, and Water resources.
  • A professional diploma in Civil Engineering, Water Resources, Environmental Engineering, or a similar field may substitute for 2 years of work experience.
  • A Bachelor’s degree in Civil Engineering, Water Resources, and Environmental Engineering with 2 years of work experience are desirable.
  • A master’s degree in Civil Engineering, Water Resources, or Environmental Engineering is highly preferred.
Experience:
  • Minimum 6 years of relevant professional engineering experience in WASH.
  • Experience in assessment, preparation of specifications for water and sanitation parts of the design, and other tendering documentation in the process of building design and construction are required.
  • Experience in supervising the construction of toilets, tube-wells, RO systems, surface water storage, treatment, etc. is required.
  • Work experience on multimillion-dollar projects as a responsible WASH Engineer is an asset.
  • Experience in using engineering software, especially Auto-cad will be an added advantage.
  • A degree of knowledge in solar power plant design and working is required.
Language:
  • Excellent working knowledge of English, both spoken and written.
  • Fluency in the local language, Sindhi for Sindh province is desired.
