Job Description

The objective of the assignment is to support UNICEF Ukraine CO in communicating the impact of the UNICEF youth and adolescent development programs, supported by ING Bank, the Swedish International Development Cooperation Agency, Global Partnership for Education NGO, and various private donors. In particular, the consultant will focus on the communication component of the ING Power of Youth project and the promotion of Learning Passport.

  • UNICEF Ukraine is supporting the global response to COVID-19, including through its risk communication and community engagement activities.  UNICEF in Ukraine will continue investing in building resilience among adolescents and youth in eastern Ukraine, through engaging them in programs on life-skills education, resilience and conflict-resolution, entrepreneurship, and civic education. Planned activities will contribute to the increased resilience of children, adolescents, and young people both as population group affected by the conflict and the COVID-19 pandemic and as the highly effective partners for the response.
  • CO requires the support of the external consultant to ensure visibility and communication commitments requested by donors and private partners. The consultant will be assisting the UNICEF implementing partners by providing support on the development of visibility materials and communication products under the specified funding.
  • The consultant will be responsible for the development of high-quality communication assets showcasing the results of the project, including a portfolio of youth activists and youth-led initiatives supported by the UNICEF programs. In close cooperation with the Communication and Education Section, the Consultant will help to strengthen the communication narrative of the office on young people in Ukraine being the agents of changes and their efforts in changing their local communities.

 Communication products to support the promotion of the Learning Passport platform in Ukraine and showcasing the results of its deployment.

  • Deliverables/Outputs: Mapping of the target audiences for the Learning Passport courses and identifying the channels to reach these audiences (4 days). Developing a communication plan to increase the number of users and registration at the platform in close partnership with digital agency, supervision of the paid targeting and reporting (6 days). Building and implementing the media partnership to promote the Learning Passport courses (2 days). Curating production of human-interest stories and photo galleries on the use of learning passports. The content is to produce in coordination with professional photographers and published at the UNICEF channels (8 days). Support with social media activities, including drafting and posting content (4 days).

Communication products showcasing results of the UPSHIFT program extension funded by ING Bank.

  • Deliverables/Outputs: Support and promotion of the launch of 4 waves of the UPSHIFT (4 days). Developing and coordinating a targeting plan to ensure outreach to youth applicants on social media and generate more applications (3 days). Coordination of visibility items production, including visibility items for UPSHIFT teams. Oversees the production of training and communication materials (4 days). Supporting CO with writing and editing 4 human interest stories and preparing photo galleries that feature young recipients of UPSHIFT grants (6 days). Coordinate production of 3 videos that highlight the results of the project (4 days). Preparation of media outreach materials and press releases to communicate success stories of the UPSHIFT participants (5 days). Identifying and curating social media content to illustrate success stories of the UPSHIFT grants recipients in close partnership with implementing partners working on the UPSHIFT innovation program (5 days).

Coordinating U-Report communication activities with a focus on channeling UNICEF opportunities for youth.

  • Deliverables/Outputs: Together with UNICEF digital team and UReport Social media consultant, develop a communication concept note for UReport channels to align with the UNICEF digital strategy (4 days).
  • Establishing partnerships with bloggers and other youth influencers to engage more Ureporters and build outreach to youth activists interested in the UNICEF project (4 days).

Tasks/Milestone: Strengthening media coverage of the UNICEF youth projects

  • Deliverables/Outputs: Negotiating and establishing partnerships with a national media outlet to feature UNICEF youth projects (3 days). Preparing, organizing, and coordinating a media mission to publicize achievements of the youth projects, including mediation service and youth social entrepreneurship (4 days). Coordinating content postproduction for media partnership (3 days).

Communication support to public outreach event with climate change activists.

  • Deliverables/Outputs: Organizing a public outreach event to highlight the results of youth climate change initiatives supported by UNICEF and streamline youth voices into government climate change talks (6 days). Drafting thematic briefing notes, press- invitations, press releases,s and social media materials for the public outreach event (2 days). Curating content from Ukrainian youth climate change activists for Voices of Youth and Our Voices platforms (2 days). Generating a series of podcasts/videos with bloggers/opinion leaders/IT-specialists (10 days). Date: 25 May 2021 (20 working days).

Curating youth generating content for UNICEF platforms.

  • Deliverables/Outputs: Identification of appealing and high-quality youth generated materials for UNICEF global channels (3 days). Curating at least 5 youth generated content items from the participants of UNICEF youth programs on civic engagement, mental health, and COVID response, peer-to-peer mediation (5 days). Support with social media activities, including drafting and posting content, coordination with Voices of Youth team (2 days).

Reporting and visibility for donors.

  • Deliverables/Outputs: Liaison and follow up with implementing partners to collect their inputs for the Communication and Visibility report (2 days). Providing regular inputs for donor reports on the existing youth projects (5 days).

To qualify as an advocate for every child you will have…

  • Education: Masters degree in Journalism, Communication, Social Science, International Studies.
  • Knowledge/Expertise/Skills required: Minimum of four years’ work experience in communication design, planning, and implementation. Experience in youth communication, strategic communication on humanitarian issues, conflict resilience, and youth initiatives will be an asset. Proven ability to work independently, tackle demanding goals, and produce timely results and good quality of work. Knowledge of the social, political, and economic environment. Experience of working with UNICEF or with UN agencies will be an added advantage.
  • Language requirements: Excellent writing and communication skills in Ukrainian, English.
