Job Description

Within the limits of delegated authority, the Training Officer will be responsible for the following duties: Implements the design, development, delivery, and evaluation of training, learning, and development programs for field mission staff. … Provides inputs into the preparation and monitoring of the training budget. This position is located in the Travel Service Line. The Training Officer-Travel at this level reports to the Travel Service Line Manager.

Responsibilities

  • Works with the RSCE Service Delivery and Service line Managers to identify forthcoming travel training requirements and develop strategies to meet them.
  • Implements the design, development, delivery, and evaluation of the training, learning, and development programs for RSCE and its client missions and oversees the design and delivery of travel mission readiness and orientation programs.
  • Develops and upgrades relevant training materials related to Travel operations.
  • Oversees and contributes substantially to the design of specific training programs to meet unique RSCE operational requirements and staff development needs including, inter alia, technical and substantive training, safety and security, induction training, leadership and management, communication skills, planning, train-the-trainer, and performance appraisal.
  • Oversees the development of systems and methods for disseminating knowledge to mission personnel on training and staff development opportunities, inducing distance-learning, self-study, and other sources of learning.
  • Oversees the coordination and organizing of travel specialized training programs within various functional and substantive areas.
  • Manages and develops systems for the collection and maintenance of statistical data on travel training activities and coordinates responses to queries and requests for information on the training programs delivered.
  • Oversees and ensures the timely preparation and monitoring of budgetary allocations through regular reviews.
  • Identifies need for new or modified training on travel policies and practices and works with RSCE client missions and staff to identify forthcoming training requirements for travel-related transactions and develops strategies to meet them.
  • Ensure the timely preparation and evaluate the effectiveness of training, learning, and development activities and develops appropriate reports.
  • Provides advisory services for travel-related issues to staff and managers, to ensure that training and development meet current needs and anticipates to the extent possible future needs, develops tools, and participates in the assessment of training needs, collection, and collation of required inputs, and preparation of relevant reports.
  • Oversees the work related to the operational travel program in the service line as related to all RSCE client missions.
  • Acts as the in-house Umoja Local Process Expert Trainer (LPET), develops relevant training materials for disseminating knowledge to mission personnel on travel reporting and data analytics.

Education

  • High School Diploma or equivalent is required.

Work Experience

  • A minimum of ten (10) years of progressively responsible experience in workforce learning and development, capacity building and knowledge transfer, or a related area is required
  • A minimum of four (4) years of experience in the design and practical delivery of formal training sessions and programs is required.
  • Experience working in a multicultural and/or international work environment and a field mission or post-conflict environment outside of your home country is also required.
  • Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions, and UN agencies, funds, and programs)- or similar international organization or non-governmental organization – in a conflict or post-conflict setting is desirable.
  • Experience with financial management or accounting in an international setting is desirable.
