OBJECTIVES OF THE PROGRAMME

The Administration and Finance division provides administrative and financial services to all the regional activities and programs to facilitate the achievement of WHO objectives.

The objectives of the Human Resources Unit are to carry out, in a strategic, timely and service-oriented manner, all human resources activities for the WHO Regional Office and country offices under its responsibility, including workforce planning and analysis, staffing, policy formulation and interpretation, medical services, learning and development, conflict resolution, and strategic advice on human resources matters to staff and management.

The Regional Human Resources Manager oversees the human resources function at the WHO Regional Office and ensures the proper application of established staff rules, regulations, policies, and practices. The HRM also implements the various elements of the HR strategy, provides guidance and counsel on HR policy matters and issues, proposes, develops for approval, and implements HR policies that align regional and global HR strategy and HR management with WHO business strategy and performance.

DESCRIPTION OF DUTIES

Under the general guidance of the Director of Administration and Finance, the incumbent is responsible for the following duties:

  • Coordinate and manage the Human Resource function for the Western Pacific in the areas of job design and classification, recruitment and selection, contract administration, employment benefits/entitlements, performance management, staff training, and career development, staff management relations, social security, medical services and regional representation in global and inter-agency HR fora;
  • Provide advice to DAF and senior management at the Regional Office and WHO Representatives/Country Liaison Officers on the full range of human resources issues within the Organization, solutions on contentious cases, and on new approaches, policies, and practices for more effective implementation of human resources management objectives;
  • Lead, direct, supervise and develop the team in support of the delivery of high-quality HR services in all areas, ensuring and promoting consistency and best practices in the implementation of HR policies and optimum utilization, motivation, and development of available resources; budget planning and reporting;
  • Take a proactive role and responsibility for strategic HR planning and personnel policies/procedures management including guidance with respect to grievances and appeals;
  • Ensure a fair and equitable administration of conditions of service for all categories of staff and provide guidance and advice to staff on HR related matters;
  • Perform other duties, as required.

REQUIRED QUALIFICATIONS

Education

  • Essential: Advanced university degree in HR Management, Organizational Development, Education, Psychology, or another related field.
  • Desirable: Studies or training in Law, Labor Relations, or other areas of essential education not covered above.

Experience

  • Essential: Minimum seven years of progressively responsible experience in human resources or a related area (including marketing, customer service, business development, etc.), of which at least five years in a managerial position at the national and international level.
  • Desirable: Experience in HR management in an international organization or private enterprise with international operations.

Skills

  • Thorough knowledge of human resources principles, management, and practices as well as procedures and operations in an international organization.
  • Proven ability to be a collaborative leader and creative problem solver who has demonstrated success as a transformational leader in building a high performing team.
  • A record of innovation in policy and program delivery, progressive management responsibilities, technical expertise in HR. Tact, diplomacy, and discretion in dealing with staff of diverse nationalities.
  • Very good written and oral communication skills. Ability to conceptualize, plan, and organize work requiring an in-depth understanding of its strategic direction.
  • Able to respond positively to change and identify client’s needs and propose appropriate solutions.
  • Ability to make timely decisions and deal constructively with conflict. Knowledge of automated personnel systems is desirable.

Use of Language Skills

  • Essential: Expert knowledge of written and spoken English.
