Job Description:

The Project Team Leader reports directly to the Assistant FAO Representative (Programme).

FAO in the Philippines has joined the humanitarian community in responding to the needs of those severely affected in the aftermath of Typhoon Rai (local name: Odette) which damaged agriculture and fishing livelihoods in Mindanao and Visayas.

FAO is committed to supporting relevant government agencies in responding to restoring the livelihoods of farmers and fisherfolk. Based on FAO’s rapid assessment report “Damages and needs assessment of families affected by Super Typhoon Rai (“Odette”) in selected provinces of Region VIII and Region XIII”, which is consistent with the UN Humanitarian Country Team Humanitarian Needs and Priorities, FAO will employ a combination of response interventions to meet the immediate and medium term needs of affected farmer and fisherfolk, particularly in restoring their major sources of livelihood through the provision of agricultural and fishery inputs, and capacity building on climate-resilient agriculture technologies, and use of climate information system and early warning system. Relatedly, the affected coconut farmers and fisherfolk need alternative sources of livelihood and income to avoid dependence on food aid.

Tasks and responsibilities

The Project Team Leader shall perform the following tasks:

»  Facilitate the overall implementation of the project activities, including budget monitoring;
»  Formulate detailed selection criteria of priority project areas and coconut farmer and fisherfolk beneficiaries;
»  Coordinate the establishment and maintenance of functional and institutional linkages to obtain support during and after project implementation including monitoring project outputs and outcomes;
»  Establish a time-phased work plan in accordance with the project objectives, components, and deliverables within the framework of the project duration;
»  Conduct community consultations on appropriate agricultural and fishery inputs preferred by coconut farmers and fisherfolk based on FAO Damages and Needs Assessment of Families Affected by Super Typhoon Rai “Odette” in Selected Provinces of Region VIII and Region XIII;
»  Establish an input distribution plan covering the whole duration of the project;
»  In coordination with the project technical specialists and relevant government counterparts, prepare the technical specifications of agricultural and fishery inputs and capacity-building concept notes/training modules;
» Project Team Leader monitor the distribution and utilization of the agricultural and fishery inputs to ensure their proper use;
»  Prepare a Letter of Agreement (LoA) for the engagement of Service Providers (SPs), including their Terms of Reference, based on the services required by the project;
»  Project Team Leader Coordinate and monitor the implementation of the LoAs with SPs to be engaged by FAO;
»  Prepare and submit progress reports capturing activities undertaken (e.g., actual purchases made, inputs distributed, number of hectares planted with inputs, fish catch and production with inputs, problems encountered and actions undertaken, if any, etc.);
»  Support communication and visibility through tailored communication products and different means including, among others, web, photo/video, social media, press releases;
»  Participate in technical and sectoral meetings and working groups involving non-government organizations (NGOs) and all inter-governmental institutions, in particular, in the agriculture and livelihoods working groups/clusters;
»  Lead the project team in the conceptualization of project ideas for possible follow-up/upscaling project;
»  Project Team Leader prepare and submit an end-of-assignment report and project terminal report according to FAO’s guidelines; and
»  Perform other tasks that may be assigned by the FAO Representative.

Technical/Functional Skills:

» Project Team Leader ability to work under pressure and adapt to an evolving and complex humanitarian/development context and within multidisciplinary and different cultural background teams
» Strong analytical skills and knowledge of emergency and rehabilitation response in the context of the Philippines.
» Coordination skills with strong individual planning capacity.
» Knowledge of humanitarian principles.
» General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, PowerPoint); and
» Preferably resident of Central Visayas/Eastern Visayas/Caraga Region and familiar with the local rural setting in Bohol/Southern Leyte/Surigao del Norte areas.

Education Requirement:

» The candidate must have an advanced university degree in Agriculture (agronomy or horticulture), Agricultural Extension, Development Management, or a closely related field.

Experience Requirement:

» The candidate should have at least 7 years of proven knowledge and experience in project/programme coordination and management or any other relevant fields.

Language Requirement:

» Working knowledge (level C) of English and Filipino.
