Job Description

Organizational Setting

The General Fisheries Commission for the Mediterranean (GFCM) is a regional fisheries management organization (RFMO) established under the provisions of Article XIV of the FAO Constitution. The main objective of the GFCM is to promote the development, conservation, rational management and best utilization of living marine resources as well as the sustainable development of aquaculture in the Mediterranean and the Black Sea. To this end, the GFCM formulates and recommends appropriate measures for the conservation and rational management of living marine resources and ensures these recommendations are implemented; constantly reviews the economic and social aspects of the fishing industry, recommending specific measures in connection with its development; promotes and carries out training, research and development activities, in addition to cooperation and technical assistance in fisheries-related fields; collects publishes and disseminates information on exploitable living marine resources and on fisheries exploiting these resources; promotes programmes for marine and coastal fisheries enhancement.

The core activities and overall work plan of the Commission are financed by its Members through a Trust Fund. Additionally, GFCM receives voluntary contributions for the development of ad-hoc projects and outreach activities to be implemented at the regional level within its area of competence.

The post is located in the GFCM headquarters at Palazzo Blumenstihl (Via Vittoria Colonna 1, 00193 – Rome, Italy).

Reporting Lines

The Programme Specialist/s report to GFCM Senior Fishery Officer, Aquaculture Officer and Programme Officer (depending on assigned tasks).

Technical Focus

The Programme Specialist/s will support the development, monitoring and effective implementation of selected GFCM programme and ad-hoc projects between GFCM and its Contracting Parties, Cooperating non-Contracting Parties (CPCs) and partners through the provision of coordination, backstopping, operational monitoring of activities and supporting actions. The role foresees active coordination with the Fisheries Team (including interactions with the Scientific and Advisory Committee), the Aquaculture Team (through coordination with the Committee on Aquaculture), the Administration and Finance Team (including synergy with the Committee on Administration and Finance), Communication and Editing Team, etc. The key functions will be as follows (tasks will be assigned according to the specific profile):

Tasks and responsibilities

  •  Participate in and contribute to exercises for planning, budgeting, monitoring and reporting of core and ad-hoc activities of the Commission internally, at the organizational level and within the GFCM area of competence
  •  Research, analyse and present information gathered from diverse sources (e.g. GFCM archives, graphics and statistics) using various tools to analyse selected GFCM Projects;
  •  Manage and propose improvements relating to office documents and processes, internal and external exchanges of GFCM Secretariat, liaise with Secretariat staff and government officials of GFCM CPs/non-CP relating to GFCM core activities
  •  Provide technical inputs and/or data including the review and analysis of issues and trends towards effective decision-making processes

Logistics and Programme Support

  •  Support the organization of virtual, face-to-face and hybrid meetings, workshops and events in the GFCM area of competence (including in FAO HQ) through consultation/use of FAO Corporate Systems (GRMS, FPMIS, IMIS, etc.) as appropriate
  •  Research and implement innovative methodologies, digital tools, software and automated approaches related to program activities, resources performance tracking, and delivery of virtual events
  •  Provide support to recruitment processes of a range of different human resources, procurement of equipment/services, preparation/implementation of Letters of Agreement
  •  Perform any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  •  University degree in Project Management, Business Administration, International Law, Political Sciences, Liberal Arts/Languages, Humanities, Matter Sciences or related fields relevant to the Organization (higher University degree in mentioned fields for COF.REG)
  •  At least one year of relevant experience in Project Management, Business Administration, International Law, Political Sciences, Liberal Arts/Languages, Humanities, Sciences, or related fields relevant to the Organization. Completion of Prince II on Project Management will be an asset.
  •  Working knowledge of English or French and limited knowledge of any of the other two or Spanish for Consultants. For PSA.SBS working knowledge of English or French might be sufficient.

Technical/Functional Skills

  • Demonstrated work experience in Project Management, Business Administration, Public Administration, International Law, Political Sciences, Liberal Arts/Languages, Humanities, Sciences or related fields relevant to the Organization
  • Demonstrated work experience in project delivery
  • Good knowledge of FAO Corporate Systems used for Administration, Finance and Programme related activities
  • Familiarity with organization and maintenance of repositories

Selection Criteria

  •  Experience in Project Management, Business Administration, Public Administration, International Law, Political Sciences, Liberal Arts/Languages, Humanities, Matter Sciences
  •  Experience in monitoring project management
  •  Excellent numerical and organizational skills
  • Ability to work independently, under time pressure and meet deadlines
  •  Thoroughness and reliability, sense of diplomacy and tact
  •  Familiarity with procedures and operations of Regional Fisheries Management Organizations (RFMOs) and fisheries advisory bodies, along with completion of Prince II on Project Management will be an asset.
