Job Description

OBJECTIVES OF THE PROGRAMME

  • To ensure the effective WHO Country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health priorities, sustainable development agendas and harmonized with the United Nations country teams and partners to improve health outcomes and progress towards achieving Universal Health Coverage.

DESCRIPTION OF DUTIES

  • Ensure the development and preparation of programmatic health sector agendas to ensure a consistent and standard approach for implementing the Public Health activities in the WHO Country Office.
  • Provide technical support to the overall project management with a cross-cutting approach including grants management, budget, work planning, day-to-day operation, monitoring and evaluation of work plans to ensure the effective execution of the projects implemented at the country level.
  • Assist in the implementation of priority public health activities through regular coordination meetings with the Ministry of Health and relevant health partners, to monitor and assess situations and needs, redirect efforts in line with international standards and local priorities and consolidate health sector activities at the national level.
  • Conduct analysis, consolidation and dissemination of programmatic Public Health information responding to gaps and needs and document WHO’s role on several PublicHealth topics.
  • Monitor and advise on the proper use of designated funds to achieve results as predefined indicators; underpin compliance with project management principles.
  • Advice on monitoring and project evaluation tools to provide the responsible technical officers and Management with critical programme performance measures necessary to maintain delivery of programme targets, and preparation of reports.
  • Liaise and coordinate with the Resource Mobilization Officer to secure rapid funding for immediate needs; with sustainable, predictable financing for programme activities.
  • Liaise and coordinate with the responsible technical officers to the preparation of monitoring and progress reports, briefings, proposals, reports highlighting achievements and providing proper visibility, communications and advocacy documents required for strategic decision making.
  • Document and identify programmatic challenges in implementing Public Health programmes and make appropriate recommendations to the responsible technical officers.
  • Attend various project management meetings, coordinate relevant activities, ensure predictable follow-up on agreed action points with relevant stakeholders.
  • Perform assessments of the efficiency and effectiveness of WHO Public Health policies and programmes.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in Public Health, Management, Social sciences, Administration or related field.

Desirable: An advanced university degree (Master’s level or above) in the area of Public Health, Management, Administration or related field.Formal training/relevant experience in project management and/or health policy/planning.

Experience

Essential: A minimum of five years’ experience working with public health programmes providing technical and administrative support on programmatic issues

Desirable: Relevant work experience in WHO, other UN agencies or relevant international organizations

Skills

  • Good knowledge and skills in the area of Public Health.
  • Good skills in writing and drafting policy and reports on Public Health activities
  • Concrete skills in the area of programme management processes with a sound understanding of work planning
  • Good analytical skills and ability to analyze and synthesize information from multiple sources.
  • Good professional skills in the development of reports.
  • Strong interpersonal, organizational skills, with the ability to facilitate and strengthen teamwork involvement and collaboration.
  • Ability to work and achieve goals under pressure.

Use of Language Skills

Essential: Expert knowledge of English. Expert knowledge of Arabic.

Desirable: Intermediate knowledge of Another WHO language.
