JOB DESCRIPTION

UNCDF makes public and private finance work for the poor in the world’s 47 least developed countries. It provides capital financing — in the forms of grants, soft loans, and credit enhancement – and the technical expertise in preparing portfolios of sustainable and resilient capacity building and infrastructure projects.

UNCDF in Myanmar

UNCDF has been operating in Myanmar since 2012 with a capital mandate to expand savings-led financial inclusion and use localized investments to drive poverty reduction and sustainable development. The country program seeks to improve financial service access and usage to achieve equitable, sustainable, and inclusive growth within the UN’s Sustainable Development Goals (SDGs) and the Myanmar Sustainable Development Plan (MSDP), which includes the use of innovative solutions to bring formal services for people at the bottom of the pyramid. Since 2015, “Expanding Financial Access” (EFA) is the core program in Myanmar and works hand in hand at the country level with other regional and global UNCDF.

In a pre-pandemic scenario, the need for digital products such as digital loan repayments or electronic cash transfers was a good accomplishment for the financial sector and humanitarian and development actors. Unfortunately, in the current COVID-19 pandemic, with an increasing number of destroyed livelihoods, restricted mobility, and astringent need for maintaining social distancing, digital payments became critical to delivering resources to vulnerable populations in hard-to-reach areas; and critical to reducing the number of contagions.

Duties and Responsibilities

  • UNCDF is looking to hire a Programme Associate-Operations to provide support for the EFA Programme. The Programme Associate Operations will report to the UNCDF Myanmar Country Coordinator and is expected to work closely with the rest of the country team.

The Programme Associate Operations will be expected to perform the following tasks:

Support implementation of operational and financial management focusing on the achievement of the following results:

  • Creation of project in financial system (Atlas), preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project;
  • Support in preparation of information for audit of projects and implementation of audit recommendations;
  • Coordination of payment to suppliers and service providers including vendor profile creation, requisition , purchase orders, and quality control of data and records;
  • Preparation and monitoring of budget forecast, cost allocations, and expenses reporting;
  • Cost control management such as the utilization of office supplies and stationeries, tracking of administrative expenses, record of office vehicle maintenance and fuel expense, and preparation of inventory report;
  • Travel arrangement such as quarterly travel plan, TA request, UNDSS request, Accommodation, Transportations(flight/taxi/bus);
  • Travel Expense Claims(TEC) such as preparations and collections of all supporting documents, ATLAS voucher transactions, DSA calculation, Approvals obtainment;
  • Coordination of new personnel arrangement such as the request of organizational email account, ID card, Vendor, workstation, MFTB bank account, Issuance of visiting cards;
  • Coordination of Visa approvals and travel authorizations issued by the government counterpart in close collaboration with UNDP Visa Unit;
  • Making budget check for requisitions, POs, and vouchers;
  • Preparation of non-PO vouchers for projects.

Manage and guide procurement processes focusing on the achievement of the following results:

  • Management of the Myanmar-programme procurement plan and coordination of timely procurement of services and goods;
  • Coordination of procurement and recruitment processes including ToRs and contracts drafted in collaboration with HQ Management Support Team, UNDP Procurement Office, and UNDP HR office;
  • Management of contracts such as monitoring contract expiration, on-time renewal of contracts, or tracking of deliverables;
  • Advising requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle;
  • Preparation of a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.
  • Tracking & monitoring to control procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in compliance with UNDP/UNCDF rules and regulation;
  • Preparation of supporting documents for contract approval and submissions of cases to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP);
  • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms;

Timely payment for services and goods rendered. Ensure implementation of the resources mobilization strategy focusing on achievement of the following results:

  • Track and report on mobilized resources
  • Review of contributions agreements, managing and monitoring contributions in ATLAS
  • Advice to Programme staff on different donor reporting requirements; monitoring of financial reports to be submitted to donors
  • Tracing and careful monitoring of funds received in ATLAS;
  • Monitoring closely the delivery;
  • Contributing to donor reporting through financial reports.

Promoting Organizational Learning and Knowledge Sharing:

  • Research best practices and pose new, more effective ways of doing things
  • Documents innovative strategies and new approaches
  • Identifies and communicates opportunities to promote learning and knowledge sharing

Design and Implementation of Management Systems

  • Uses information/databases/other management systems
  • Provides inputs to the development of simple system components
  • Makes recommendations related to work procedures and implementation of management systems

Promoting Accountability and Results-Based Management

  • Gathers and disseminates information on best practices in accountability and results-based management systems
  • Prepares timely inputs to reports

Maintains databases

Required Skills and Experience

Education:

  • University Degree- A bachelor degree in business, administration, management, or similar fields

Experience:

  • At least 3 years hands-on experience in a similar role is required
  • Hands-on experience with the UN ATLAS system and UN Procurement process and Policy is preferred.
  • Prior work experience with any UN agency and comprehensive knowledge of UNCDF programs is an asset
  • Advance knowledge of Microsoft Office packages such as Word, Excel, PowerPoint, Outlook, Skype as well as experience in using online database systems.

Language Requirement:

  • Fluency in English and Burmese.
