What is the role of a monitoring officer?

It is the role of the Monitoring Officer to report on matters they believe to be illegal or amount to maladministration, to be responsible for matters relating to the conduct of councillors and officers and, to be responsible for the operation of the council’s constitution.


Development & Humanitarian – Planning, Monitoring and Evaluation (PM&E) is a cross-sectoral section that supports UNICEF planning, partnership and evidence generation activities. UNV’s contribution will be critical to UNICEF’s effort in enhancing knowledge management and dissemination of the evidence for advocacy and realization of children’s rights in Turkey.

Task description

Under the direct supervision of the Monitoring and Evaluation Specialist, PME, the UN Volunteer will undertake the following tasks:

  • Support UNICEF Turkey’s efforts in enhancing knowledge management by contributing to the development and dissemination of the programmatic and situational knowledge for internal and external use. This includes but is not limited to:
  • Contributing to identifying key knowledge areas and products and in their write-ups.
  • Contribute to quarterly knowledge digest by reviewing relevant studies and data related to children.
  • Support in disseminating the knowledge products via different channels, such as webinars, professional networks.
  • Contribute to the development of the front page of the resource library that stores reports, articles, infographics and other knowledge products.
  • Support in the establishment of the information management platform by:
  • Supporting with data entry
  • Contributing to developing the programme, situational and provincial dashboards.
  • Support in conducting orientations and training on the use of the platform.

Results/Expected Outputs :

  • Selected key knowledge products developed and disseminated as per priorities identified by the office.
  • IM platform is up to date with programme and situational data.
  • Programme dashboards are developed and used by programmes on a regular basis.
  • Resources library is accessible and used by programme staff.
  • The development of capacity through coaching, mentoring and formal on-the-job training when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);
  • The age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed


Required experience

  • 3 years of experience in Research, data analysis and visualization in social science or thematic areas (education, protection, refugees and emergency response.
  • Demonstrated interest and/or experience at the national and/or international level in social sector or programmes or other relevant programmes is considered an asset, as is experience working in the UN or other international development organization;
  • Experience in data analysis writing reports and excellent command of oral and written English

This assignment is funded by the Government of Korea and therefore specific criteria apply: – Candidates must be Korean nationals. – Candidates who have already served as UN Volunteer Specialist funded by Korea are not eligible to apply. APPLICATION DEADLINE: 2 January 2022 (note: this is one day prior to the advertised end date). Candidates are encouraged to submit their applications as soon as possible, well in advance of the deadline. Candidates may apply to a maximum of three assignments per advertisement and indicate the order of preference in the ‘Additional remarks’ section.


The candidate must be a national of a country other than the country of assignment.
