Job Description

The purpose of the Information, Counselling and Legal Assistance (ICLA) Specialist position is to be responsible for technical development, strategic direction, and quality assurance as well as monitoring of NRC Sudan’s ICLA activities and programme, as well as relevant staff, mentoring and capacity development. The ICLA Specialist is expected to follow NRC’s standards, procedures, and guidelines for CC programme governance.

Specific responsibilities

  • Gather and analyse ICLA-related data from target or proposed target populations, as part of integrated or joint assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes and inform advocacy efforts;
  • Provide technical leadership in developing a robust ICLA strategy, outlining the key expected outcomes, the outputs, and activities required to enable NRC to respond to humanitarian and recovery needs relevant to the context;
  • Proactively work closely with the Head of Programme in defining the funding plan for the ICLA strategy; and provide sound and proactive technical leadership in developing project proposals and budgets to donors;
  • Support Area managers and programme staff to implement funded projects, paying specific attention to technical quality, cost-effectiveness, efficiency, timeliness and conformity to grant agreements;
  • Support the consolidation as well as the enhancement  of market-based approaches within (and across) NRC core competency responses, where appropriate;
  • Closely coordinate with all CCs and cross-thematic areas (including digital approach, market-based programming) to maximize integrated programming and promote durable solutions;
  • Ensure the relevant safe programming principles are embedded in all ICLA activities;
  • Represent NRC at relevant forums – both internally and externally – and take proactive steps or seek support from others to influence the Sudan Protection strategy or advocate as may be appropriate;
  • Play a leadership role in HLP coordination structure and provide technical support to protection, shelter, CCCM;
  • Provide leadership and guidance in addressing HLP issues that obscure achievement of durable solutions, including co-chair to the HLP technical working group;
  • Develop a fit-for-purpose system and tools for continuous quality improvement and learning in ICLA programmes, and proactively document and disseminate lessons learned.
  • Proactively undertake any additional duties as may be necessary to promote the mission of NRC, and as requested by the Head of Programme/Country Director, to the limit that such duties do not negatively affect the key responsibilities above stated.

Generic professional competencies

  • At least four years in development and/or humanitarian ICLA programming environment, including two years experience in a senior-level project management position;
  • University degree in and relevant field. Legal studies will be preferred;
  • Knowledge in protection mainstreaming, community outreach/engagement, community capacity building, and/or community-development oriented programming;
  • Well-developed skills in community engagement and qualitative research;
  • Fluency in English, both written and verbal;
  • Computer literacy in Microsoft Office Package

Context skills, knowledge and experience (these are desirable to have)

  • Knowledge of the context in Sudan;
  • Experience in community-based and participatory programme design and planning approaches;
  • Demonstrated ability in thinking creatively and practically to improve the quality of projects ;
  • Demonstrated ability in conceptual, analytical, and critical thinking with the ability to develop strategies;
  • Strong monitoring and evaluation skills including managing, reporting, and communicating related data analysis in a clear, concise manner;
  • Arabic language skills;
  • Experience in needs assessment, project monitoring and evaluation, and technical programme supervision;
  • Experience of a flexible approach to managing and prioritizing a high and diverse workload;
  • Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels.
