Under the guidance of the Operations Manager and the direct supervision of the Head of HR, the HR Assistant provides HR services ensuring high quality, accuracy, and consistency of work. The HR Assistant promotes a client-oriented and consistent with rules and regulations approach in the Unit.
The HR Assistant works in close collaboration with the operations, program, and projects’ staff in the Country Office and UNDP HQs staff to exchange information and ensure consistent service delivery.
Duties and Responsibilities
Scope of Work
Ensures implementation of HR services related to projects’ personnel focusing on achievement of the following results:
- Full compliance of HR processes and records with UN/UNDP rules, regulations, policies, and strategies;
- Input to the Country Office business processes mapping and elaboration of the content of internal Standard Operating Procedures in HR management in consultation with the direct supervisor and office management;
- Prepare routine correspondences, memoranda, and reports related to HR and personnel issues.
Assist in the implementation of recruitment strategies for NPSA recruitments at UNDP and SC recruitments for agencies focusing on the achievement of the following results:
- Ensure full compliance of recruitment processes and records with UN/UNDP rules, regulations, policies, and strategies;
- Follow up on recruitment processes in coordination with GSSU NPSA team, which entails reviewing ToRs and recruitment strategies, in coordination with the Head of HR, for submission and following up on recruitment processes;
- Post Service Contract (SC) vacancies on the eRecruit site and other means if need be;
- Prepare a long list of candidates for SC recruitments, with matrices identifying job success factors, conduct technical tests, consolidate results, and make full use of the e-recruitment tool;
- Responsible for the administration of interviews for SC recruitments, and preparation of background information for interviewers;
- May act as an HR representative for SC recruitments in the interview panels, prepare candidates’ assessment reports, and perform functions of Secretary in interview panels;
- Conduct reference checks for SC recruitments on recommended candidates;
- Prepare consolidated interview report and job offer for SC recruitments;
- Support with the implementation of enrollment process of new SC hires such as sending recruitment packages, follow up on medical clearance, documents verifications, and insurance enrollment;
- Prepare new Service Contracts;
- Maintain NPSA and SC files.
Assist in the implementation of HR services focusing on achievement of the following results:
- Upload contract and signed ToRs on UNDP local portal to ensure proper business continuity
- Manage online personnel files;
- Update security database according to new hires, reassignments and separations;
- Facilitate proper orientation for newcomers;
- Support with learning and development plan of the CO and follow up with personnel on completion of mandatory courses in a timely manner;
- Maintain staffing table and roster database;
- Assist in the management of the internship program;
- Support in the management of NPSA and SC performance management and ensure timely processing of contract extensions;
- Support with separation process, including but not limited to validating resignation forms, obtaining attendance cards and performance evaluations;
- Support in the management of the leaves.
Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Assist in HR projects, forms, and development of handbooks;
- Support employees with any inquiries they may have;
- Contribution to knowledge networks and communities of practice.
- Institutional Arrangement
- The selected incumbent will be working under the overall guidance of the Operations Manager and under the direct supervision of the Head of HR.

Required Skills and Experience
- Min. Academic Education
- A secondary degree or Bachelor’s degree in Business or Public Administration.
- Min. years of relevant Work experience
- A minimum of 5 years with a Secondary Degree or 2 years with a Bachelor’s Degree of relevant HR experience is required at the national or international level.
