Job Description:

The Health Specialist position is located within the Maternal and Newborn Unit, Health Section, and reports to the Senior Advisor, Maternal and Newborn Health.

Under the guidance and supervision of the Senior Advisor, Maternal and Newborn Health (MNH), the staff member is responsible for providing technical support to regions and countries to support the scaling up and monitoring of equity-based MNH programs with a focus on community newborn care. She/he will be an active member of the Health Section’s MNH team which focuses on accelerating the implementation of high-impact interventions for maternal and newborn health.

How can you make a difference?
  1. Provides technical support to UNICEF Regional and Country Health teams to scale up equity-based MNH programs. This will include a focus on antenatal and postnatal care, midwifery, essential newborn care, community-based newborn care, and newborn care in humanitarian situations and emergencies.
  2. Supports countries to establish appropriate monitoring systems and work with regional offices to strengthen in-country capacity for result-based monitoring; develops tracking mechanisms to facilitate the rapid up-dating of information related to the situation of women and children in priority countries.
  3. Support technical engagement and collaboration with partners such as BMGF, USAID, H6 (WHO, UNICEF, UNFPA, UN Women, UNAIDS, and World Bank), and other technical partners to support coordination of activities, leverages resources, and ensure adequate partner commitment to support countries. Ensures all H6 partners are well informed and engaged in activities. Seeks strategic opportunities to disseminate information on the H6 activities in relevant meetings/conferences. Works within UNICEF to ensure that information on H6 is widely disseminated works to maintain UNICEF engagement at all levels and pursues opportunities to link H6 activities with UNICEF priorities and programs. Provides technical support to UNICEF staff and strengthens H6 partnerships at the country level.
  4. Coordinates and provides technical support to countries to plan, monitor, and implement ENAP and EPMM activities in selected priority countries. Provide technical support to health in the emergency team for effective steering of the ENAP-E working group. Coordinate tracking of ENAP progress at the country level and monitor the overall implementation and evaluation of the projects and donor grants. Supports the documentation of innovations, lessons learned, and dissemination.
  5. Works with MNH team members and MNH planning specialist to develop a unit work plan and monitor progress against the plan, exchanges information, and follows up on agreed deadlines and milestones to facilitate the achievement of program objectives. Supports the development of project/funding proposals to mobilize financial and technical resources to support the implementation of MNH activities and programs at the country level. Provides technical support through proposal/materials development, and country missions to address any other priority activities that might emerge in the context of accelerating coordinated action for strengthening maternal and newborn health.
Education Qualification:
  • An advanced university degree (Master’s or higher) in Pediatrics, Obstetrics, and Gynecology, Medicine, Community Medicine, Public Health, or Epidemiology.
Experience Required:
  • A minimum of 8-10 years of progressive professional work experience at the country, national and global levels working with academia, government, donors, civil society organizations, and development partners.
  • Experience in program planning and implementation, strategic planning, monitoring, and overseeing large maternal and newborn health programs or partnerships will be an asset.
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
Language Required:
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.
