Job Description

the Climate Finance & GCF Program Manager is in charge of leading and implementing multi-year “Support for GCF Project Preparation” project which aim to support the improvement and sustainability of agricultural production in Africa through enhanced access to climate finance especially the Green Climate Fund (GCF)

PURPOSE

Program management

  • Lead the implementation of the project, including the full project management cycle including but not limited to budget management, program design and development, staff planning and management, and project monitoring and evaluation. This includes Donor, Government, and GGGI reporting tasks when applicable.
  • Lead the day-to-day communication, supported by the team members, with the project related government Counterparts, main donors, and other development partners to ensure alignment and complementarity
  • Coordinate with GGGI experts and other departments (legal, HR, Procurement, etc) to ensure high-quality delivery and delivery within the rules and regulations of GGGI and the donors
  • Manage a multi-disciplinary team of staff members, consultants, firms, and other experts

Development of GCF Concept Notes and Funding Proposal

  • Lead the development of a strong pipeline of adaptation project concept notes with accredited entity/s and nominated direct access entities
  • Support the GCF project formulation through technical and financial analysis to flesh out project components and all technical sections, particularly in line with the six GCF investment criteria
  • Support GCF project formulation by undertaking necessary consultations with accredited entity/s, relevant government agencies, stakeholders, and experts to obtain comments/suggestions and incorporate these comments into the draft documents
  • Support GCF project formulation by preparing the financial structure of the project and budget estimate;
  • Support the finalization of concept note for submission, pre-feasibility study, feasibility study, funding proposal to the GCF Secretariat.
  • Support accredited entity in responding to GCF Secretariat and ITAP comments to the funding proposal and needed revision
  • Support the development of funding proposal up to GCF approval
  • Support the GCF accreditation process of selected entities
  • Support selected direct access entities in the development or improvement of policies and standards to comply with GCF policies and standards for accreditation
  • Engage with National Designated Authorities (NDAs) to get endorsement for GCF concept notes and funding proposals

Investment & Finance

  • Support the design and launch of an Agricultural Adaptation Facility (AAF), a blended finance facility.
  • Working closely with Regional Investment lead to developing a fundraising plan for AAF, including the value proposition for new donors and new channels for fundraising and outreach
  • Support the implementing entity/facility manager in developing and executing the fund mobilization strategy which among other activities includes investor mapping and profiling, business case refinement, pitch deck development, and development of funding applications and proposals.
  • Support technical, legal, regulatory, and commercial assessment of advisory transactions, as well as project structure design
  • Advise on the viability of investment projects being developed by country teams based on experiences and case studies

ENGAGEMENT

  • Advise Country Team and Representative with evidence and data-driven substantive inputs and analyses on program activity development, implementation, and assessment
  • Collaborate with other country teams, units, and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as One GGGI;
  • Maintain active professional relations with partner governments and other key stakeholders to capture and integrate their changing green growth needs and manage ‘’client expectations’’.
  • Promote green growth and the GGGI methodology with the donor community and other stakeholders;
  • Advise GGGI on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach;

DELIVERY

  • Originate and develop spin-off opportunities of the Project, including potential additional resource mobilization
  • Assess the effectiveness of program activities and recommend improvements to meet key milestones for the program coping and set-up
  • Ensure synergy and alignment of the Project with the national strategies and directions, as well as GGGI priorities
  • Oversee the quality of the results as well as the effective and efficient delivery of results.
  • Assist the GGGI country office with organizing and compiling information that will feed into the project development exercise;
  • Conduct capacity building activities for selected direct access entities to enhance their access to the GCF
  • Support further development and expansion of GGGI’s network of financial institutions, banks, funds and other relevant organizations both domestically and internationally.
  • Design and develop suitable financial models and conduct appropriate analysis using Excel and other financial tools
  • Coordinate and execute due diligence in connection with projects and programs
  • Develop presentation of analytical documentation to support projects/programs
  • Give technical/financial advice in developing National Financial Vehicles (i.e. regional facility)
  • Be responsible for the design of Terms of Reference for specialized consultant support to project teams, the selection, and management of consultants; requests for proposals and applications for funding for consultant cost

QUALIFICATIONS

  • Advanced degree (master’s level or above) in Project Management, Business Administration, Economics, International Development, Political Science, or another relevant discipline
  • A relevant university degree (bachelor’s degree / first level) with a combination of 4 additional years of relevant professional experience may be accepted in lieu of the advanced university degree.
  • At least 10 years of professional experience, including 8 years experience in project management, financial management and structuring, and fundraising for MDB financed projects;
  • Experience in developing, reviewing, and/or evaluating GCF Full Funding Proposals.
  • Familiar with/experience in the GCF accreditation process
  • Experience with the supervision and oversight of project/program implementation
  • Experience in structuring, development, and management of investment projects and funds
  • Experience in developing, structuring, and implementing green financing mechanisms and development, structuring and issuance of sustainable/green financial instruments
  • Good business knowledge and working experience relevant to project management and reporting of multilateral development bank-funded projects
  • Expertise in developing and implementing green, sustainable finance and socially responsible investment practices and standards.
  • Experience in investment and monitoring procedures.
  • Excellent computer skills using Microsoft Office (Word, Excel and PowerPoint), MS Project and internet use
  • Able to work in a team environment, pitch-in attitude a must
  • Fluency in English is required, knowledge of French is an advantage
