Job Description

Job Purpose

The Associate Knowledge Management Administrator/Knowledge Management Administrator gives logistical, technical, and general administrative assistance for (i) quality assurance of evaluations, (ii) outreach and communication of evaluation knowledge, and (iii) evaluation capacity development (ECD). The incumbent supports collaborative actions within IED, ADB departments, and external partners, in delivering events to build evaluation skills and competencies within and outside ADB with the overarching objective of deepening the culture of evaluation in the Asia-Pacific region.

The incumbent will report to the designated International Staff.

Responsibilities

The incumbent works with the Evaluation Knowledge Management (EKM) team and consultants on the following tasks. S/he facilitates, coordinates, and supports:

  • Collaborative actions within IED, ADB, with governments, and bilateral, regional, and multilateral agencies-developing partnerships and collaborating and/or organizing evaluation knowledge sharing and ECD activities;
  • Collaboration with partner institutions such as the Asia-Pacific Finance Development Institute (P.R. China) in the conduct of evaluation knowledge sharing and ECD events (e.g., Shanghai International Program for Development Evaluation Training, Asian Evaluation Week);
  • Implementation of other partnerships such as the Global Evaluation Initiative and International Initiative for Impact Evaluation among others;
  • The design and conduct of various evaluation knowledge sharing and ECD activities, including the logistics and developing and implementing ECD curricula and materials for IED staff, ADB staff, and governments;
  • Implementation of the communication and outreach strategy and blueprint within and outside IED;
  • Identification and implementation of opportunities for evaluation capacity development of IED staff;
  • Identification of opportunities for IED staff to share evaluation knowledge outside ADB (e.g., at external conferences and forums);
  • Administration of IED’s external learning budget for capacity development of staff;
  • Recruitment of consultants/firms for knowledge management, methods advisory work, and evaluation capacity development;
  • Preparation of content for external meetings like the Organisation for Economic Co-operation and Development DAC Network on Development Evaluation (EvalNet) and the Evaluation Cooperation Group (ECG);
  • Preparation for internal meetings (e.g., conceptualization meetings) to facilitate the work of the evaluation teams;
  • Preparation of guidance notes on evaluation methods, and documentation of the learning from peer knowledge-sharing within IED;
  • Advancement of evaluation communities of practice and networks within and outside the ADB including events and/or activities to promote the Evaluation Academy and centers of excellence on evaluation knowledge and capacity in the region;
  • Development and/update and implementation of the EKM Strategic Plan; in respect to evaluation knowledge sharing and ECD strategies and activities;
  • Management of IEOD-KC resources, TA processing and administration (e.g., TA funds for knowledge sharing and ECD, external training budget of IED);
  • Management and coordination of ECD materials for the ADB’s learning management system and the knowledge partnership toolbox;
  • Conduct surveys to assess impacts of learning and outreach events;
  • Development and management of ECD-related website content and evaluation databases (e.g., Lessons Database and the Success Rates Database, in collaboration with IEOD-CO, Asian Evaluation Week website);
  • Development and promotion of evaluation approaches, designs, and methods within and outside ADB; and
  • Performs other tasks as assigned by supervisor(s) or duties that may be assigned as reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

  • Bachelor’s degree in public administration, engineering, finance, business administration, economics or development studies or related social science fields;
  • At least 5 years of relevant experience in organizing knowledge sharing and evaluation communication events along with practical experience in working with operations departments, government officials, and other development partners;
  • Familiarity with development strategies, policy, practices, and project operations in a multilateral and bilateral development context;
  • Excellent oral and written communication skills in English;
  • Excellent skills on a virtual platform such as Zoom and Microsoft Teams
  • Ability to perform effectively with a multi-disciplinary team in planning, coordination, and implementation of responsibilities;
  • Ability to coordinate partnerships for knowledge sharing and evaluation communication activities with international networks such as but not limited to the ECG;
